<h1 class="txt style1">WHMIS Legislation </h1> <p class="txt"><font face="Arial, Helvetica, sans-serif">On October 31, 1988 the federal government passed a law and a set of regulations to establish WHMIS, which stands for Workplace Hazardous Materials Information System. It is a communications system that guarantees workers the information they need to prevent and protect themselves against injuries, illnesses, and deaths associated with the materials or chemicals they use at work. It was developed by a steering committee with representatives from government, industry, and labour to ensure the best interests of all three groups were incorporated. WHMIS applies to everyone and is a national program, compulsory for every employer and in every workplace across the country. There are no small company exemptions, no loopholes, or short cuts. WHMIS is about rights and duties - primarily a worker’s rights and an employer’s duties. </font></p> <p class="txt"><font face="Arial, Helvetica, sans-serif">Most of the information requirements of WHMIS legislation were incorporated into the Hazardous Products Act and the Hazardous Materials Information Review Act. Occupational health and safety aspects of WHMIS that apply to federal employees and others fall under the Canada Labour Code (CLC) and Canadian Occupational Safety and Health Regulations (Part X). For federal workplaces, the Labour Branch of Human Resources Development Canada enforces WHMIS. In most other workplaces, WHMIS is enforced by the provincial or territorial agency responsible for occupational health and safety.
